A Tilted Conical Water Glass

An inverted right circular cone of radius $1$ and height $h$ is filled with water. As the cone tilts (and water pours out), the surface 

of the water is in the shape of an ellipse (until the cone is empty). Find the maximum surface area of the water as a function of $h$.
